The TRA urge the EA to Listen

The Tyre Recovery Association (TRA) is urging the UK Environment Agency (EA) to “listen to the recycling industry to avoid the inadvertent promotion of unregulated businesses over reputable and regulated operations”.
According to TRA, EA has failed to heed to repeated calls to amend its proposed new “Fire Prevention Plan”, which requires larger spaces for current recycling capacities – potentially increasing operating costs for regulated waste management sites.

One of the big headaches of tyre recycling (and there are plenty) is the extracted tyre wire. Firstly you need a pretty heavy duty processing line to take the tyres from whole to 25mm WIRE FREE chippings. Once you've achieved that you're left with a massive quantity of tyre wire, particularly in the case of truck tyres which contain thick bead wire re-enforcing. How easily you dispose of this wire depends entirely on the scrap wire market which is one of the most fluctuating and unstable markets in the world. Just securing a buyer doesn't mean it's over! price of the wire depends on quality, e.g. some buyers insist on rubber free wire which is impossible to achieve without massive investment in an additional wire cleaning process line. Sometimes you have to cut your losses and dispose of the wire free to who ever will take it, then 3 months later there may be a surge in development in the East and the wire becomes sought after again. Without adequate space to store tyre wire until the market recovers you end up giving away what may later be a valuable commodity. The tyre wire problem often ends up putting 'pop up' tyre recyclers out of business very quickly. Imagine, they've just started up, are collecting tyres rapidly to bring some cash in, the often inadequate machinery can't handle the quantities coming in, frequent breakdowns are inevitable, on top of that they've now got tonnes of tyre wire without a buyer secured. Hardly surprising many abandon ship with the gate fees they've been paid by the tyre fitters and head for foreign parts.
Here at S W Tyre & Rubber Recyclers, we have been dealing with these problems 'legally' for many years. No dumping, no attempting to export tyres that clearly don't fit the Legal Export Criteria. We're still here recycling the South West's tyres because we have the right machinery, on site engineers and knowledge of ALL the problems recycling tyres brings. Exemptions - Crazy loophole!



Exemptions are self regulated so the applicant doesn't have a visit from the EA to ensure the site is suitable, nor does the EA check that the applicant has planning permission or indeed that the applicant has permission from the site owner (if leasing) to carry out the proposed storage and or processes. Neither does the EA check that the applicant has a valid use for, or method for disposing of the whole tyres or shredded tyres if processed! It's completely mad. Licensed sites lay out tens of thousands to ensure their site meets license regulations, and also to obtain the WAMITAB COTC certificate which is pretty intense. They then continue to pay an annual fee to maintain their license plus have several visits a year from the EA to check they're adhering to license regulations! In recent years the EA is frequently updating & changing the regulations and the battle to maintain an annual all clear gets harder. Thus with just a little of this knowledge many pop up tyre collectors/recyclers are skipping the legalities and opting for a nice easy little Self Cert Exemption. And what happens when the Exempt site is full? (which doesn't take long), usually, the collector vanishes leaving behind a massive tyre heap which becomes the responsibility of the landlord!

In 20 years of recycling rubber In St Erth, we've seen a lot of tyre collectors come and go.  First thing we do is approach them to see if we can work together.  They generally aren't interested in this and normally respond with "we're going to put you out of business" which is an interesting business aim!. The last ones in our area collected tyres on an Exemption and stored them on private property near Hayle.  

Anyone can get an Exemption certificate (which is self regulated) without site approval.  It's a ridiculous loophole which allows the storage of 40 tonnes of tyres (5000 tyres) to be stored without a Waste Management License, without a concreted area for them to go on, without Risk Assessments, without background checks!  If that isn't ridiculous, what is?

We first reported the Strawberry Lane Tyre Dump to the EA when there were only 2000 tyres there (Exemption allowed the storage of only 1000 tyres at the time).  It wasn't until we approached Andrew George over 18 months later to intervene and encourage the EA to tackle the problem which had escalated in that time to nearly 20,000 + tyres (as predicted), that the problem was addressed. The poor woman who owned the site had been renting it out and had no idea tyres were stored on her land. She ended up having to foot the bill to have them removed to a licensed site. 

Once you start collecting, unless you have a valid and constant use for the tyres they mount up fast and end up down tin mines or fly tipped on other peoples land! We process all of the tyres we collect into safe useable products and sell them Nationwide, and yet we and other licensed tyre recyclers continue to be relatively unsupported by the Environment Agency or indeed Local Council. The E A needs to put some effort into tracking down the fly tippers and preventing the collection of tyres for other than proven lawful purposes.  It shouldn't be that hard
